Project management and owner's engineer services for water and industrial plant

We deliver brownfield capital works and act as the owner's engineer when your team does not have the hours or the mechanical depth to do it in-house. Scoping, tender documents, contractor management, commissioning and handover, inside an operating plant, with the production and safety constraints that come with it.

Who we work with

Utilities, councils and operators with a portfolio of minor and medium capital works; asset owners who need an independent representative on a contractor-delivered project; design and construct contractors and consultants who need mechanical project or design management capacity.

Problems we are asked to solve

  • The owner's team is stretched and projects stall between business case and construction.
  • Scope is loose at tender, so prices come back incomparable and variations follow.
  • Works in a live plant need shutdown windows, isolations and management of change that the contractor does not understand.
  • Commissioning and handover leave gaps: no as-builts, no spares, no maintenance strategy, no training.

What we do

  • Owner's engineer and client representative on contractor-delivered projects
  • Scoping, options studies and business cases for capital works
  • Tender and procurement support: technical scopes of work, specifications, evaluation and clarifications
  • Project management of brownfield works from planning through construction, commissioning and handover
  • Contracts management, including OEM negotiations, claims and warranty
  • Management of change for plant modifications, integrated with the project
  • Commissioning planning, witness testing and handover packages that include maintenance strategies and spares
  • Operating and capital cost forecasts for plant and facilities

Recent work

  • Project management of a brownfield capital works portfolio for gas-field water treatment facilities in Queensland: large reverse osmosis plants, brine concentrators and a 23 MW gas-fired power facility, delivered during continuous operation.
  • Project management of a water treatment plant and network project for a remote community in Far North Queensland.
  • Technical scope of work for a design and construct tender to replace a 1 ML per day reverse osmosis plant at a gas processing operation in South Australia.
  • A 10-year operating cost forecast model for two gas compression facilities in Queensland.
  • Design management of a reservoir dosing facility for a water utility, as a consultant's principal engineer.

Questions we are often asked

Do you take on the whole project or just parts of it?

Either. Some clients want an owner's engineer for the tender and construction phases only; others want the project run end to end. We agree the scope in writing before we start.

Can you work inside our project management framework?

Yes. We have delivered under utility, operator and contractor frameworks, and we helped write one utility's capital works project management framework.

What size of project?

From a single plant modification to a multi-year brownfield portfolio. Larger programs are delivered with partner consultancies.
